Disabled Tenant and Race Discrimination Victim Faces Eviction Amid Broader Human Rights Concerns

Romford, UK — On 16 August, 2025, Romford County Court granted a possession order against Mr. Samsideen Alatishe, a long-term tenant of the London Borough of Barking and Dagenham, despite serious concerns about fairness, discrimination, and compliance with human rights law.

Mr. Alatishe, who is Black African, unemployed and lives with long-term health conditions and disability, argues that the proceedings breached his right to a fair hearing (Article 6 ECHR), right to respect for his home (Article 8 ECHR), and protections under the Equality Act 2010.

He says he was unrepresented for critical hearings, given unreasonably short deadlines, and that key evidence of discrimination, housing disrepair, noise nuisance, anti-social neighbours, personal injury, and significant financial losses was ignored. He is now appealing the decision and applying to suspend enforcement of the order.

“This is not just about me,” says Mr. Alatishe. “It’s about a system where vulnerable tenants can be pushed out of their homes without a fair chance to defend themselves. If it can happen to me, it can happen to anyone.”

Mr. Alatishe says the possession order is part of a broader pattern of treatment by multiple public bodies over many years, which he alleges has breached his rights under the Equality Act 2010 and the European Convention on Human Rights.

These include the Department for Work and Pensions / Jobcentre Plus and affiliated employment and training providers Sencia Limited and Maximus Companies Limited and its subsidiaries.

He further cites alleged discrimination, harassment, and failures in care involving NHS general practices and services, including Lawns Medical Care, Grove Surgery, North Street Medical Care, Gables Surgery, and the London Ambulance Service.

Mr. Alatishe says he has also faced issues accessing dental care, leading to ongoing legal action against Rose Lane Dental Surgery and Marylebone House Dental Practice.

Over the years, he says he has endured ongoing harassment, intimidation, and threats of violence and actual violence, which have compounded the impact on his health and sense of safety. He also says he has faced significant difficulties in securing ongoing legal representation despite the complexity of his cases and his vulnerability.

Housing campaigners argue the case raises questions about how councils apply for possession against vulnerable tenants, and whether the county court system is meeting its human rights obligations.
