Tijuana District Attorney Allegedly Accepts Bribe from Defendant Dr. Irving Rodriguez

October, 2021, Los Angeles, CA. Dr. Irving Rodriguez and his brother, Christian Rodriquez Lopez formerly of Premier Medical Group in Tijuana and current owners of https://bodyartsurgical.com are being pursued by an American on multiple counts of criminal medical malpractice mutilation, fraud, deception, and related charges.

After months of resistance from D.A. Maria Elena Becerra Hernandez of the Agencia del Ministerior Publico has in the opinion of the Victim (name kept confidential for privacy purposes) failed to move the case ahead for over a year. Now 24-months after the medical mutilation and a year after the charges being filed, the DA is believed to have accepted money bribes and is intentionally stalling the case while the Victim remains in desperate need of medical intervention. Both the Rodriquez brothers seem to be involved in this bribery as asserted by Miguel Angel Meneses Valle, the primary representation of the Victim.

The Victim received a bribery/extortion email from Dr. Irving Rodriguez. Shortly after charges were filed against the Doctor, the Victim’s Attorney, Miguel Meneses, on June 16 affirmed in writing that he was directly notified of the bribes in the DA’s office by an unnamed individual working in the D.A.’s office. Although Meneses claims to know the person who told him of the bribe, Meneses and his legal team has failed to report such suspected crimes to the Court in an effort to extort monies withheld from the American Victim for services not yet rendered. Meneses reported this crime to the Victim via email, verbally to the Victim’s family, and in a written case report multiple times since June 16, 2021.

The Mexican Government and local Municipality of Baja have spent millions of dollars to build the Zona Medical on the Tijuana San Ysidro Border to lure unsuspecting American patients for medical procedures promoting expert medical care and facilities when in fact the Government agencies charged with protecting the tourist patients appear to be involved illegal bribes. Although most Canadian and American Medical Tourists do not expect identical protections offered by their home governments, they expect that the Mexican Government would not be a part of the fraud perpetrated by these unethical doctors and attorneys. It seems that the Mexican Legal system uses a strategy of exhausting victims as they are left to suffer the pains of medical malpractice clearly counting on victims giving up and dropping their fight for reconstruction, compensation and justice against the doctors performing these atrocities. In the Rodriquez case, the Victim states horror stories of multiple attorneys all taking thousands of dollars and producing inaccurate, insufficient motions and complaints to the courts.

It seems Mexico as a whole is operating the biggest Medical fraud of all time while leaving desperate mutilated patients dead or mutilated for life with no accountability to Mexican doctors like Irving Rodriquez, Dr. Rizo, Dr. Garcia and others. The victim, regardless of the alleged imbedded fraud of the Mexican legal system is launching a public campaign suing the Doctors for five million dollars saying, “if after two years we cannot get support from the Mexican Authorities for the atrocities performed by Mexican Doctors we will launch a multinational media campaign telling the truth about the Mexican doctors and corrupt representation of the Mexican legal system.”

The victim goes on to say that “with the help of expert online media professionals will reach as far as the American Embassy and United Nations equating the medical atrocities being performed and covered up no less than crimes against humanity.” The victim notes, “Dr. Rodriquez and his team knowingly mutilated my body forever.” After consultation with over ten top surgeons in Tijuana and America, the case is determined as one of the worst ever seen and hopeless for reconstruction. Now seeking pro-bono for top reconstructive doctors worldwide, the patient says, “I will never give up until Rodriguez and his team are arrested and stopped from practicing medicine for life and in prison.”  Until then the victim is pleading for donated or low cost Cross-border legal help and the help of California Reconstructive Plastic Surgeons to begin the multi-year, painful reconstruction of Rodriguez’ mutilation.
